The sign reads "You want" backwards in Chinese. It lights up when you look at it outside-in at night. (The whole sign actually reads "Do you want to rent a room?")
The woman sitting there is actually a woman who cleans the hostel where I stayed with friends. She is sitting outside the hostel after finishing her daily duties. She's looking out at the road that leads to the beach.
